I can't send and receive picture messages on my Samsung Galaxy Note9 Android 8.1

Cause 4 of 5: Data roaming is turned off

To send and receive picture messages when abroad, you need to turn on data roaming.

Solution: Turn on data roaming.

Slide your finger downwards starting from the top of the screen.
